TOPIC: Prioritizing Deficit Reduction
Resolved: The United States federal government should prioritize reducing the federal debt over promoting economic growth.

BACKGROUND:
Managing Our National Debt Responsibly: Better Way Forward (Jacob Lew, Harvard Journal on Legislation, JAN 4, 2017)
In my view, the current system [of debt] presents grave risk and no longer serves the United States well. I am hopeful that a careful review of our experience, and the often extraordinary steps taken by the Department of the Treasury in recent years to navigate debt limit disruptions, can contribute to a more productive dialogue and, ultimately, lead to reform so this self-inflicted—and potentially catastrophic—harm can be avoided in the future.
