TOPIC: Market-Rate Housing

Resolved: The United States should promote the development of market-rate housing in urban neighborhoods.

BACKGROUND:

This will be one of the worst topics to research. If we debate it at a tournament, it will be very frustrating due to the verbs promote and develop. So… let\’s try to understand the topic at a very basic level: when we create (develop) more supply of homes, then the prices will become stable and eventually become lower because we will have satisfied the demand for housing. However, when the demand remains high and you add more supply, but not enough to meet that demand, then prices will not change in a positive direction, the trend will continue toward higher rents and mortgages. However, one might argue that the increases will be reduced and any reduction in demand would be a comparative advantage to the status quo. We should try to argue that by promoting market-rate housing (through subsidies); building more homes and/or giving more vouchers to low-to-mid income families, we will make housing more affordable for everyone in the community (urban areas are the target recipients). I hope this summary helps make the topic more clear to you. The alternative is to continue promoting low-income housing opportunities (through public housing authorities or PHAs) or offer a different (non-markets-based approach) by promoting additional below-market-rate (or BMR) housing opportunities.
PRO: We need evidence that a market-based approach will be both effective and desirable (supply vs demand) and that public housing authorities (PHAs) are ineffective and/or undesirable.
CON: We need evidence that a market-based approach will be ineffective and/or undesirable (supply vs demand) and that current policies from public housing authorities (PHAs) are effective (enough) and/or desirable/preferable to market-based approaches. Also… evidence favoring additional BMR opportunities.

Market rate housing is an apartment that has no rent restrictions. A landlord who owns market-rate housing is free to attempt to rent the space at whatever price the local market may fetch. In other words, the term applies to conventional rentals that are not restricted by affordable housing laws.

The United States is suffering from a crisis of affordable housing. An estimated 11 million American households spend more than half their income just to keep a roof over their heads. The skyrocketing price of housing has led to an epidemic of evictions and widespread displacement of people, particularly in urban areas, where rent and home prices are rising far faster than incomes. In the face of these mounting problems, a debate has emerged about solutions to the crisis. Some housing advocates support a movement called Yimby (short for “Yes In My Back Yard”), which proposes market-led development of new housing units. But others argue that these projects can end up benefiting developers rather than lower-income residents.
