TOPIC: Banning Handguns
Resolved: In the U.S., handguns ought to be banned (except for law enforcement).

Background:
Carrying a concealed handgun in public is permitted in all 50 states as of 2013 when Illinois became the last state to enact concealed carry legislation. Some states require gun owners to obtain permits while others have \”unrestricted carry\” and do not require permits.
[PRO] Opponents of handguns argue… that increased gun ownership leads to more gun crime and unintended gun injuries. They contend that concealed handguns increase the chances of arguments becoming lethal and that society would be safer with fewer guns on the street, not more.
[CON] Proponents of handguns say… that criminals are less likely to attack someone they believe to be armed. They cite the 2nd Amendment\’s \”right of the people to keep and bear arms,\” and argue that most adults who legally carry a concealed gun are law-abiding and do not misuse their firearms.

Q: It says… Permitting concealed handguns increases crime. States that passed \”shall-issue\” laws between 1977 and 2010 had a 2% or more increase in the murder rate, and at least 9% increases in rates of rape, aggravated assault, robbery, auto theft, burglary, and larceny, according to an Aug. 2012 paper published by the National Bureau of Economic Research. [66]

F: What the author is telling us… In the states allowing concealed handguns, there is a significant increase in violent crimes; particularly murder and aggravated assault.

C: This means… By not banning handguns, JUSTICE will be denied to tens of millions of people who will otherwise suffer from this increase in violence.

Q: It states… Carrying a concealed handgun increases the chances of a confrontation escalating and turning lethal. A Nov. 2009 peer-reviewed study published in the American Journal of Public Health found that someone carrying a gun for self-defense was 4.5 times more likely to be shot during an assault than an assault victim without a gun. [11]

F: What the author is telling us… concealed handguns increase the risk of confrontations turning deadly; we are 450% more likely to be shot when carrying a gun for self-defense.

C: This means… by banning handguns, we ensure JUSTICE to the millions of people who would otherwise be shot and potentially killed when bringing a handgun into a violent situation.

I: The impacts are considerable… imagine a society with fewer guns whereby tens of millions of citizens are measurably safer from murder, rape, assault and robberies.

T: Therefore… banning handguns will reduce violence!
